The rationing system in Cuba

Cubans are pretty much guaranteed food, housing, free education (all the way through university) and great medical care. They are not desparate people, but they do have to work for these privileges, earning approximately 12-20 USD a month. Everyone's ration book allows people to purchase a month's worth of beans, rice, etc. for pennies, but you must pay those pennies. If you need more, the cost is maybe 20 times as much. A national peso is worth approximately 5 cents US. You can see that 5 pounds of rice costs 1 cent US, otherwise it is much more.
